Yeah of course you can. Demands are set for you to see "AT LEAST" how much a player wants to come back or sign elsewhere. But de facto you can offer whatever you want and even player with high demands can sign for less / more than they are demanding.

Example, if a player wants 14M and you offer 12, he probably won't sign. If he wants 14 and you offer 16, good for you, he will be even more interested.
